Managing Principal and Co-founder
Cody C. Cogan, M.S., P.E. is the Managing Principal and co-founder of Endeavor Professional Services, LLC and is responsible for all day to day operations. Mr. Cogan holds a Bachelor of Science Degree in Environmental Resource Management and Master of Science Degree in Agricultural and Biological Engineering from the Pennsylvania State University. He is a registered professional engineer in Pennsylvania, Ohio, West Virginia, Maryland and New York. Mr. Cogan has extensive experience in providing all of Endeavor’s engineering and related professional services to our client base. Cody has worked with a diverse group of operators and has successfully navigated the regulatory and design requirements for over 500 project sites.
Prior to co-founding Endeavor, Mr. Cogan began his career as a research analyst with the U.S. Environmental Protection Agency based in Washington, D.C. where he assisted in the development of stormwater modeling to determine the fate and transport of pollutants. After his time with the U.S. EPA, Mr. Cogan was retained by Herbert, Rowland, and Grubic, Inc. (HRG) where he oversaw all aspects of the Oil and Gas practice group. Mr. Cogan is a recognized expert in all areas of permitting, engineering, and compliance associated with oil and natural gas development.
Mr. Cogan is an avid outdoorsman enjoying the shooting sports as well as archery hunting. He is also a NCAA baseball umpire working assignments throughout western Pennsylvania and southern New York. Mr. Cogan is also very active in the Keystone Elk County Alliance (KECA), a non-profit conservation organization focusing on conservation education and habitat enhancement where he is a founding Chapter Chairman and Endeavor is a Monarch Partner. The KECA has very strong partnerships with the oil and natural gas industry and have completed several mission priorities partnering together.
Principal Geotechnical Engineer and Co-Founder
Mr. Balsavage has over 30 years of experience in providing geotechnical engineering services during both the design and construction phases of over 12,000 projects. He successfully founded and grew his geotechnical engineering consulting firm to a staff of over 350 professionals. Mr. Balsavage currently serves on several boards including Endeavor Professional Services and provides strategic planning and consulting to firms throughout the Mid-Atlantic states.
Mr. Balsavage has extensive experience in providing geotechnical engineering services with technical expertise in many areas including slope stability analysis, development and implementation of subsurface exploration programs, bearing capacity assessments, Karst geologic assessments, analysis of slip failures, foundation settlement assessments, analysis of Fill, subsidence assessments, foundation design, earthen embankment dam analysis and repair, hydrogeologic assessments, pavement design, and groundwater studies. He also regularly prepares contract specifications, value engineering reviews, feasibility analyses, reviews construction QA/QC programs, and provides expert testimony.
Lead Hydrogeologist
Zachary Hordeski, PG, is the lead hydrogeologist at Endeavor Professional Services, LLC. Mr. Hordeski earned his Bachelor of Science degree in Geoscience between 2013-2017 at the Pennsylvania State University. He then started his career with 6 years of hands-on, technical field work as a staff geoscientist at Earth Data Northeast, specializing in borehole geophysics.
During his time here, he participated in hundreds of hydrogeologic bedrock investigations, performing borehole geophysics and downhole video surveys in over 500 bedrock boreholes across a variety of geologic environments.
He also gained extensive experience planning and executing packer tests, aquifer tests, and slug tests, and had significant exposure to drilling and well installation. In addition to managing field operations, Mr. Hordeski became well versed in scientific report writing and geologic consulting, with experience in water supply projects, aquifer test data analysis, hydrogeologic reports, groundwater withdrawal permit applications, wellfield designation reports, well rehabilitation projects, environmental site assessments, and remediation progress reports.
At the earliest opportunity, Mr. Hordeski acquired his Pennsylvania PG license, and began administering geologic consulting as a licensed professional geologist. As a geologist, Mr. Hordeski is skilled in geophysical log analysis, stratigraphic correlation, lithology interpretation, strike and dip analysis, and geologic mapping.
Mr. Hordeski joined Endeavor Professional Services to support the growing hydrogeology department and to bolster the company’s capabilities. Through his work at Endeavor, he has gained substantial experience in a variety of hydrogeologic consulting services including new groundwater source development, construction/operation permitting for public water systems, groundwater monitoring plans, well abandonments, karst evaluations, and on-lot septic system permitting.
